CITY COUNCIL MEETING MINUTES
MONDAY, JUNE 18, 2007 - 6:30 P.M.
Mayor Gary W. Manier called a regular scheduled City Council meeting to order at 6:30 p.m. in the Training Room at Fire Station No. 1. Answering present for Roll Call were Aldermen Todd Clanin, Al Howerter, Dave Dingledine, Jim Newman, Don Brubaker, Amanda Shipp, Bob Brucks and Jim Gee. Also present was City Administrator Bob Morris, City Attorney Kenneth L. Black, City Engineer Ken Newman, Controller Joanie Baxter, City Treasurer Bob Gordon, Chief of Police Kuchenbecker, P&D Director Jon Oliphant and City Clerk Carol Moss.
All present stood for the Pledge of Allegiance. The Agenda was reviewed and stood as presented.
Alderman Brubaker moved and Alderman
Howerter seconded to approve the Consent Agenda of June 18, 2007 as presented.
Consent Agenda items included minutes of the June 4, 2007 Council meeting, Bills
& Payroll in the amount of $1,518,029.98, approval and authorization for the
purchase of specified equipment for the community center in the amount of
$7177.05; payment of $236,000 from WACC bond proceeds for construction costs
through May 31, 2007; third and final TIF #2 subsidy payment to Woods
Photography in the amount of $5,393.00; second TIF #2 subsidy payment to Tom
& Judy Gross in the amount of $15,000 for interior renovation of the Denhart
Building; second TIF #2 subsidy payment to Tom & Judy Gross in the amount of
$16,632 for exterior renovations to the Denhart Building; authorization to pay,
under protest, annual NPDES and other permit fees totaling $26,000.00; and
payment authorization in an amount of $18,964.00 to Foremost Industrial
Technologies for STP #2 raw sewage pump and motor repairs.
On roll call on the motion to approve the vote was:

There were no audience comments or Standing Committee Reports.
City Attorney Black read, by title
only, a Resolution accepting a sanitary sewer easement to the City of
Washington. The easement is from Washington Park District and related to the
Devonshire Trunk sewer improvement project. Alderman Gee moved and Alderman
Dingledine seconded to adopt the resolution as read.
On roll call the vote was:

Nays: 0
Motion declared carried.
City Attorney Black read, by title
only, a Resolution seeking and supporting the demolition and removal of
dilapidated structures. If adopted, the Resolution will be forwarded to Tazewell
County in support of demolition of the dilapidated structures at the southwest
corner of the intersection of U S Route 24 and Pleasant View Road. Alderman
Clanin moved and Alderman Shipp seconded to adopt the resolution as read.
On roll call the vote was:

City Attorney Black read, by title
only, a Resolution authorizing the Mayor and City Clerk of the City of
Washington to enter into easement agreements concerning open channel drainage
area west of Court Drive in the City of Washington. Alderman Dingledine moved
and Alderman Brucks seconded to adopt the resolution as read. If adopted this
will accept both permanent and temporary easements from Dale and Barbara Stalter
for the open channel drainage project west of Court Drive.

City Attorney Black provided second reading,
by title only, of an ordinance authorizing the Mayor and City Clerk to execute a
second amendment to Pre-Annexation Agreement dated June 15, 1998, between the
City of Washington and OSF Healthcare System. Alderman Howerter moved and
Alderman Clanin seconded to adopt the ordinance as read.
On roll call the vote was:

Howerter
Nays: 0

City Attorney Black read, by title
only, second reading of an ordinance providing for prevailing wages to be paid
persons employed in performing construction of public works contracted for by
the City of Washington, Tazewell County, Illinois. Alderman Howerter moved and
Alderman Newman seconded to adopt the ordinance as read.
On roll call the vote was:

Motion declared carried.
City Attorney Black read, by title only, first reading of an ordinance granting a Special Use to allow the construction of an assisted living facility near the intersection of U.S. Route 24 and North Cummings Lane under the zoning code of the City of Washington. This ordinance will come back before the Council at the July 2, 2007 meeting as a second reading and for action. Mayor Manier congratulated the WCHS Panther baseball team for placing third in state and said that the team will be recognized with a proclamation at the July 2 Council meeting.
City Treasurer Gordon stated that Chief Kuchenbecker received a very prestigious award this past week in Chicago, and Mayor Manier stated official recognition will be given the Chief regarding that award at the July 2 Council meeting.
Mayor Manier announced names of new members of the revived Economic Development Commission. Those members include Dennis Landry, Greg Peltz, Kathy Perhay, Kevin Gall, Chuck West, Randy McGuire and a representative of the Chamber of Commerce. Mayor Manier and P&D Director Oliphant will staff that commission. Mayor Manier indicated that it was the intention to stay away from appointing business owners and developers to the commission.
With no further business scheduled Alderman Dingledine moved and Alderman Brubaker seconded to adjourn. Motion carried unanimously by voice vote.
