CITY COUNCIL MEETING MINUTES
MONDAY, DECEMBER 3, 2007 - 6:30 P.M.
Mayor Gary W. Manier called a regular scheduled City Council meeting to order at 6:30 p.m. in the meeting room at Washington District Library, 380 N. Wilmor Road.
Answering present for Roll Call were, Aldermen Al Howerter, Dave Dingledine, Jim Newman, Don Brubaker, Amanda Shipp, Bob Brucks and Jim Gee. Aldermen Todd Clanin was absent. Also present was City Administrator Bob Morris, Assistant City Attorney David Brown, City Treasurer Bob Gordon, Deputy Chief of Police Don Volk, P&D Director Jon Oliphant and City Clerk Carol Moss.
All present stood for the Pledge of Allegiance. The Agenda was reviewed and City Administrator Morris asked that the scheduled Executive Session be deleted from the agenda. Remainder of the Agenda stood as presented.
Alderman Brubaker moved and Alderman
Brucks seconded to approve the Consent Agenda of December 3, 2007. Included as
Consent Agenda items were minutes of the November 19, 2007 Council meeting and a
Raffle Permit application from Children's Hospital of Illinois at OSF Saint
Francis Medical Center.
On roll call on the motion to approve the vote was:
Ayes: 7 Gee, Dingledine, Howerter, Shipp, Newman, Brucks, Brubaker
Nays: 0
Motion declared carried.
There were no announcements or presentations, audience comments or Standing Committee Reports.
Assistant City Attorney David Brown read,
by title only, a Resolution authorizing the execution of a Mutual Rescission of
Parking Lot Lease. Alderman Howerter moved and Alderman Dingledine seconded to
adopt the resolution as read. If approved, this action will rescind the Parking
Lot Lease Agreement entered into with the former owners of the old Church Bell
Craft Mall/Fahey's Daily Grind located at 105 N. High Street. The property was
purchased by Collins and Jana Bruer and has been turned into a photography
studio.

Assistant City Attorney David Brown read,
by title only, second reading of an ordinance authorizing the Mayor and City
Clerk of the City of Washington, Tazewell County, Illinois, to enter into an
Intergovernmental Agreement between the City of Washington and County of
Tazewell for animal and rabies control services. Alderman Dingledine moved and
Alderman Brucks seconded to adopt the ordinance as read.
On roll call the vote was:
Ayes: 7 Shipp, Brubaker, Newman, Howerter, Gee, Brucks, Dingledine
Nays: 0
Motion declared carried.
Assistant City Attorney David Brown
provided second reading, by title only, of an ordinance designating the
intersection of Grandyle Drive with Elgin Avenue as a stop intersection with
Elgin Avenue designated as the through street. Alderman Brubaker moved and
Alderman Newman seconded to adopt the ordinance as read.
On roll call the vote was:

Assistant City Attorney David Brown read, by title only, first reading of an ordinance levying the annual municipal tax for the City of Washington, County of Tazewell, State of Illinois for the fiscal year commencing May 1, 2007 and ending April 30, 2008; an ordinance reducing the Tax Levy for the year 2007, hitherto made in connection with the $1,100,000 GO (sales taxes and revenue sharing receipts alternate revenue source) Bonds, Series 1998, of the City of Washington, Tazewell County, Illinois; an ordinance reducing the tax levy for the year 2007, hitherto made in connection with the $1,325,000 alternate revenue bonds, Series 2002 of the City of Washington, Tazewell County, Illinois; an ordinance reducing the Tax Levy for the year 2007, hitherto made in connection with the $1,675,000 alternate revenue bonds, Series 2002, of the City of Washington, Tazewell County, Illinois; an ordinance reducing the Tax Levy for the year 2007 hitherto made in connection with the $5,000,000 GO bonds, Series 2006, of the City of Washington, Tazewell County, Illinois. All first readings will be scheduled on the December 17 Council agenda as second readings and for action.
Alderman Brubaker thanked Mayor Manier for the presentations just prior to this meeting recognizing boards and staff for their involvement in and support of the Five Points Washington project.
Mayor Manier thanked City Administrator Morris, Administrative Assistant Pat Brown and City Clerk Moss for their work on the Certifications of Recognition that were presented earlier this evening.
At 6:44 p.m. Alderman Gee moved and Alderman
Shipp seconded to adjourn.
Motion carried unanimously by voice
vote.
