BACKGROUND INFORMATION
ANNUAL PERSONNEL MATTERS - April 21, 2008
1. FOP Police contract provides for a 3.8% increase in base wages, effective May 1, 2008.
2. The pay plan for all non-union, full-time personnel and part-time, year round personnel shall be increased by 3.8%, effective May 1, 2008.
3. FOP Telecommunicator’s contract expires on April 30, 2008. Negotiations are on-going. The TC pay plan will remain unchanged pending conclusion of contract negotiations. (Note: TC’s will receive the standard "step increase", but no general pay increase.)
4. Collective negotiating matters with the Laborer’s Union are on-going. Accordingly, base wages for all positions, except part-time and/or seasonal employees; Street, Sewer, Water and Water/Sewer Maintenance Supervisors; and Public Works Inspector, shall remain unchanged pending the outcome of collective negotiating matters. (Note: These personnel will receive the standard "step increase", but no general pay increase.)
Wages for the excepted positions shall be adjusted as follows: full-time personnel shall receive a base wage increase of 3.8% consistent with all other full-time, non-union personnel; Summer and/or Grounds Maintenance personnel shall receive a $0.25/hr. increase in their applicable hourly wage rate as noted in Item 5 below.
5. Hourly rates of pay for Summer, Grounds Maintenance and Police Auxillary personnel shall be as follows:

Subject: Elected Officials Compensation
Date: April 9, 2008
Any change in compensation for elected officials must be approved well in advance of the next election. Accordingly, it would be appropriate for the City Council to begin considerations regarding such changes for those elected officials that will take office in May 2009. In preparing for this discussion, staff conducted a survey of elected official’s compensation in other communities. (See attached)
My general conclusions are as follows:
Based on last Monday’s
Committee of the Whole discussion, the enclosed ordinance has been prepared to
implement recommendations included in Items No. 1 and No. 2 above. Compensation
for the Treasurer’s and Aldermen’s positions would remain unchanged.

Subject: Hotel/Motel Tax
Date: May 1, 2008
Second reading and adoption of the Hotel/Motel Tax increase ordinance is tentatively scheduled for Monday’s (5/5/08) City Council meeting. As previously mentioned, the City Council may not want to have the tax officially imposed unless and until the Village of Morton and the City of East Peoria do likewise. This will keep Washington’s motel operators on par with their competitors.
You will recall that both Morton and East Peoria will have to obtain special authorization from the state legislature before adopting a similar bed tax increase as they are non-home rule cities. It could be several months before either municipality is in a position to adopt such an ordinance.
Accordingly, Ken Black has agreed to prepare an alternate version of our ordinance stipulating that the effective date will be tied to the adoption of like ordinances by Morton and East Peoria.

Subject: Purchase Authorization – N. School Street Force Main
Installation
A part of the "School Street Sanitary Sewer Improvement" project includes extending the Rolling Meadows North lift station force main from its current terminus on North School Street near Lexington Drive to the intersection of Route 8. Currently, we are still in the process of trying to secure easements for this project and it is anticipated we will not be ready to proceed with construction until this fall at the earliest.
A portion of the force main extension lies along the frontage of Faith Lutheran Church’s new pre-school facility that is currently under construction. Two concrete driveways are proposed for access to the new pre-school. To avoid having to disturb these new driveways along with any newly placed landscaping during construction of our project, it is proposed that we install a portion of the force main through this area prior to completion of the Church’s project.
A request for a lump sum proposal to install 280 feet of 10-inch PVC C-900 pipe was prepared and mailed to seven area contractors. The following quotes were obtained for this work:

Based on the above, authorization is being requested to hire Smeltz Excavating, Ltd. of Washington to complete the above described work for the amount of $8,120.00.

Subject: Design Engineering Services –
Lincoln Street Bridge Replacement
On November 19, 2007, the City Council passed a resolution requesting Tazewell County’s assistance with the replacement of the Lincoln Street Bridge. At their December 19, 2007 meeting, the County’s Transportation Committee passed a resolution to recommend to the County Board that they aid in funding 50% of the cost for replacement of this bridge.
An amount of $50,000 has been included in the current year street fund budget for design engineering for this project and an amount of $350,000 has been programmed for construction in FY 2009-2010.
A request for proposals for design engineering services for this project was forwarded to the following consulting engineering firms:
Proposals were received from Foth, Maurer-Stutz and STS. Copies of the proposals were provided to the Public Services Committee for review and discussion at the April 14, 2008 Committee meeting. The Committee was somewhat split between STS and Foth and indicated they would be interested in obtaining input from the County Engineer before making a final recommendation.
Copies of the proposals were provided to Tazewell County Engineer John Anderson for his review. On April 22, I met with John to briefly discuss his evaluation. Based on this discussion I subsequently recommended to the Committee that we proceed with negotiating a contract with Foth. Upon receiving the Committee’s concurrence with this recommendation, I requested a formal proposal from Foth.
We are now in receipt of a contract from Foth Infrastructure & Environment, LLC in which they agree to perform all necessary design engineering for a lump sum fee of $39,300.00.
Based on the above, staff requests Council’s authorization to spend an amount of $39,300.00 and approval to enter into a contract with Foth Infrastructure & Environment, LLC to complete the necessary design engineering work for this project. This matter has been included on the agenda for consideration and action at the May 5, 2008 meeting of the City Council.
