Subject:  Design Engineering Services – 2008 Sanitary Sewer Replacement Projects

An amount of $30,000 was included in the current year’s Sewer Fund budget for design engineering for miscellaneous sanitary sewer replacement. With the recent January 8 rainfall, we once again experienced problems with the sanitary sewer in the 200 block of East Jefferson and Adams Streets as well as with a wildcat sewer that serves the 500 block of West Adams and Highland Place. We have experienced problems with both of these sewers on numerous occasions over the past several years. Based on televising that was performed of the Jefferson/Adams sewer and what we know of the West Adams wildcat sewer, we believe that both these sewers are good candidates for replacement. Currently it is estimated that construction cost of both these projects will be around $150,000. However, we may also be looking at replacement of a considerable amount of storm sewer on the East Jefferson project due to its close proximity to the existing sanitary sewer.

A proposal to complete the necessary survey and design engineering work, including preparation of permit applications and easement plats for both of these projects has been obtained from Austin Engineering Company. Austin proposes to perform all necessary work for a total fee not to exceed $13,500.00.

It is recommended that Council authorize Staff to enter into agreement with Austin Engineering Company to complete the above described work for an amount of $13,500.00.

This matter has been placed on the agenda for consideration at the February 4, 2008 City Council meeting.

Subject:  2008 Street Maintenance Program

Attached for your review are a list and map showing those streets that are being considered for maintenance work as part of our 2008 street maintenance program. Below is a summary of the work and cost estimates for this year’s program:

• Mill and overlay 1.15 miles of streets at an estimated cost of $240,000
• Seal coat 5.24 miles of streets at an estimated cost of $170,000
• Spray patch where necessary prior to seal coat at an estimated cost of $51,000
• Replace curb & gutter and sidewalks along Westgate Road between Stratford Drive and Devonshire Road at an estimated cost of $271,000.

It is currently being proposed that the mill and overlay, seal coat and spray patch work will be funded using MFT funds and the curb & gutter and sidewalk replacement will be funded from the general fund.

A brief presentation of our plans for this year’s street maintenance program will be made at the February 4, 2008 City Council meeting. Council’s input concerning the proposed program would be appreciated prior to beginning work to prepare the necessary contract documents.
