BACKGROUND INFORMATION

Subject:  Staff Report – GIS Services

Staff would like to upgrade and enhance our GIS services. First, has received a proposal from Sanborn, Inc. to update our aerial photography. The aerials would be flown in late March or early April when the sun angle, foliage, and ground conditions are ideal. The aerials will be suitable for preparation of color orthophotos at .50’ ground pixel resolution. Staff would like to eventually have our building layer updated to correspond to the aerial photos, though this would NOT be a part of this first project phase. The breakdown for the different project components is as follows:

1) Aerial Photography $2,000
2) Survey Control $3,000
3) Digital Elevation Model $3,000
4) Orthophoto Images $6,000

TOTAL $14,000

Second, staff has discussed with the Tri-County Regional Planning Commission the possibility of utilizing one of their employees to update and maintain our GIS system. Using Tri-County’s services appears to be the best and most cost efficient alternative available and Tri-County has been receptive to this. We would like to start this on a trial basis through April, likely starting in February. Further utilization of their services would be reevaluated after April. The agreement would allow for up to $10,000 to be applied to making any of the necessary changes and updates to our GIS system.

Staff seeks Council authorization to enter into an agreement with Sanborn for $14,000 and with Tri-County for a not-to-exceed amount of $10,000 through April. This will be on the agenda for action at the January 22, 2008 Council meeting.

This is intended to clarify two items of business that are on this evening’s (1/22/08) City Council agenda.

1. Faith Evangelical Lutheran Church Easement. This easement is required to enable the School Street Sewer Improvement project planned for construction this coming year. The easement runs along the frontage of the church’s property immediately adjacent to School Street.

2. 90 Day Load Limit. This ordinance will remove the recently reconstructed section of Cruger Road (between Main and Dallas) from the 90 day load limit regulations.
